The Federal Bureau of Investigation (FBI) had its origins in 1908 when the then attorney general. Charles Bonaparte was in office. The president then was Franklin Roosevelt. The FBI was formed from a strong force of special agents. Roosevelt and Bonaparte met in a very unlikely circumstance. It was during a meeting organized by the Baltimore Civil Service Reform Association. At the time, Roosevelt was the Civil Service Commissioner. This happened in 1892. During this time, law enforcement was a political thing and not a professional field as it is today.
Roosevelt boasted of his enormous power and past credentials in promoting rule of law. Of most importance, he talked of his idea that the border patrol applicants to undergo the marksmanship test during the application. On the other hand, Bonaparte insisted that aiming and shooting a target was not the only requirement that needed to be looked upon when applying for the job. The two men were progressives where they believed that efficiency and expertise was the way to go and not political connections. In 1901, Roosevelt became the president of America. In 1905, he appointed the same man he had disagreed with as the attorney general. Bonaparte worked efficiently in that field applying his progressive ideologies in the department of justice where he created corps of special agents. By the time, what was later to be called FBI had no name and operated under the leadership of Bonaparte who was then then attorney general. These people who worked in that department would later become the foundation of the FBI we know today.
Today, many Americans don’t seem to realize that they need the organization called FBI. This is an organization that has led to many milestones that former branches would not have handled clearly. When it was being formed, it was the most controversial topic of the time. It is important to look at what America is today. This is a country that is based on federalism where the national government has the jurisdiction over other matters. Some of these matters are: foreign affairs issues, education and interstate business. In the 19th centuries, Americans looked at cities, counties and states to help provide essential services. In the 20th century, the development in transport, communication and other forms of infrastructure created a very favorable climate of opinion among many Americans.
The era between 1900 and 1918 was called the progressive era where many Americans were for the responsive federal government. These people during this generation believed that the government intervention was very necessary to enhance justice in the society. Experts were always referred to when there was a major issue in the country. They were involved in all phases of development and opinion making.
President Roosevelt encouraged progressivism at the national level. For most part, he believed that a federal investigative body which was made up of experts in this area would do very well to bring justice to the people. This was supported by his attorney general who was still Mr. Bonaparte. During the time, the attorney general did not have investigators to carry out this role. He only had a few agents who professionally carried out these assignments. There were also some examiners who were not trained in that field. Many of them were accountants. They helped to review the financial transactions in the federal system.
